Originally from Pennsylvania, Mitchell moved to San Diego with his family in 1908 intending to become an architect. Instead, he began to study painting. In 1922 while living in San Diego he mainly painted landscapes with rich colors and modern structures in a variety of locations including La Jolla, Julian, and Chula Vista. Mitchell was a popular local instructor for more than forty years.
